The urban comprehensive planning with the planning period of 20 years is a basic and important planning at the city level. The existing urban comprehensive planning has following characteristics : excessive planning, development-focused planning, lacking at citizen participation and lacking at consideration of environmental elements. The urban comprehensive planning of the city Gwangju is the same case. For example, the population of the city of Gwangju was estimated to 1,730,000 in 2001 in urban comprehensive plan, which was made in 1995. The actual population in 2001 is only 1,350,000. Piped water amount per dayㆍcapita, waste disposal amount per capita or total waste disposal amount, number of registered autos and houses and length of roads are the same cases. In order to make environment-friendly and participation-focused urban comprehenive planning should be considered the following elements: Firstly, man should make not the ‘last plan’, but the ‘process-focused planning’. Secondly, man should set up the definite priorities of the projects. Thirdly, man should avoid so-called ‘excessive planning’.
