해외자원봉사활동의 만족도에 영향을 미치는 요인에 관한 연구 : 한국국제협력단(KOICA) 사업을 중심으로

많은 NGO단체에서 해외자원봉사활동을 펼치고 있지만 한국국제협력단의 해외봉사단과 같이 대규모 인원과 정기적인 파견을 실시하는 곳은 없다고 할 수 있다. 특히, 정부의 국제협력사업을 총괄하고 있는 한국국제협력단에서 주력사업으로 실시되고 있는 해외봉사단사업은 많은 비용과 시간이 투입되기에 더욱 많은 연구가 요구되고 있다. 하지만 해외자원봉사활동에 관한 과학적이고 체계적인 연구가 미흡하고 부족한 실정에서 한국국제협력단 해외봉사단 관련연구는 전무하다 할 수 있겠다. 이에 본 연구에서는 한국국제협력단 해외봉사단(KOV) 귀국자를 대상으로 해외자원봉사활동만족도에 영향을 미치는 요인을 조사하였다. 또한, 한국국제협력단을 비롯한 해외자원봉사활동 프로그램이 지속적으로 증가하고 있지만 이에 관련한 정확한 정보가 미흡하고 선행연구가 부족하여 많은 해외자원봉사활동 관심자들이 정보부족으로 인해 봉사활동의 기회를 갖지 못하고 있다. 이에 현재 추진되고 있는 해외자원봉사활동의 실태와 프로그램별 활동을 조사하고 해외자원봉사활동의 만족도에 영향을 미치는 요인을 분석함으로써 해외자원봉사활동 관심자들이 정보를 쉽게 접근할 수 있도록 노력하였다. 해외자원봉사활동 프로그램은 크게 정부의 국제협력사업, 일반기관 및 NGO단체, 선교단체의 3가지로 분류하였다. 총 15개 기관의 18개 프로그램을 대상으로 조사하였으며 프로그램별 특징 및 파견규모, 파견지역, 지원자격조건 등 해외자원봉사활동 관심자에게 필요한 정보를 제공함으로써 해외자원봉사프로그램의 발전에 도움이 되도록 노력하였다. 만족도에 영향을 미치는 요인으로 조사대상자의 개인적 배경요인, 환경적 배경요인, 대인관계요인의 3가지 변수를 독립변수로 구분하였고 해외자원봉사활동의 만족도를 종속변수로 구분하여 진행하였다. ‘개인적 배경요인, 환경적 배경요인, 대인관계요인의 결과가 긍정적이면 해외자원봉사활동의 만족도에 긍정적인 영향을 미칠 것이다’라는 연구가설을 가지고 진행하였으며 해외자원봉사활동 만족도에 영향을 미치는 요인으로 공용외국어, 현지 업무와 봉사단원과의 적절성, 현지 업무의 인식도, 한국국제협력단과의 관계, 동료 자원봉사자와의 관계, 기타 관련인과의 관계 등이 종속변수에 유의한 영향을 주어 연구가설에 일부 지지를 나타내었다. 이와 같은 결과를 바탕으로 해외자원봉사활동의 만족도 증진을 위해 다음과 같은 제언을 할 수 있다. 첫째, 해외자원봉사활동에 대한 많은 정보들이 범람하고 있지만 체계적인 정보로 구성된 자료가 많이 부족한 실정이다. 잘못된 정보에 의한 피해발생을 미연에 방지하기 위해 해외자원봉사활동 통합모집센터나 해외자원봉사에 관한 모음자료가 발간되어야 한다고 생각한다. 또한 많은 단체에서 봉사활동자를 모집시 봉사자에게 비용을 전가하는 것은 해외자원봉사활동 발전에 가장 큰 걸림돌이라 할 수 있을 것이다. 해외자원봉사활동은 봉사자들의 이타심에 호소하기보다는 연구결과에 드러났듯이 봉사자의 해외자원봉사 활동경험에 가장 큰 비중을 차지하는 만큼 각 단체의 프로그램 예산이 증액되어 봉사자가 쉽게 참여할 수 있도록 하여야 한다고 생각된다. 둘째, 해외자원봉사활동의 만족도에 영향을 미치는 요인으로 국제공용어 구사능력의 향상이 많은 영향을 미치는 것은 그만큼 봉사단원이 국제공용어에 관심을 가지고 있다는 반증일 것이다. 이에 해외봉사단에서는 현지 언어교육 뿐 아니라 지속적인 국제공용어 교육을 진행하여 봉사단원의 만족도에 긍정적인 영향이 미치도록 노력해야 할 것이다. 셋째, 연구결과에 드러났듯이 해외봉사단원의 현지담당업무와 봉사단원이 기대했던 업무에서 괴리가 발생할 경우 해외자원봉사활동의 만족도는 현저히 떨어진다. 이에 해외자원봉사활동 파견시에는 봉사단원의 욕구에 맞는 파견기관과 업무를 선택하여야 할 것이다. 넷째, 오랜 기간 해외현지에서 거주하므로 해외봉사단원의 국내 가족 및 친지와의 지속적인 교류는 해외자원봉사활동 만족도에 유의한 결과를 미치므로 한국국제협력단에서는 해외봉사단원과 국내거주 친지들과의 교류를 지원하는 방안을 모색해야 할 것이다.

This research is classified and conducted to find out the actual condition of Oversea Volunteering Service Activity and to analyze the factors that affect the degree of satisfaction with KOICA 1. Research on actual condition of overseas volunteering service activity The programs of oversea volunteering service activity have been increased constantly since 2000. The lack of correct information related to this program and previous research, however, cannot provide sufficient opportunity for the people who are interested in overseas volunteering service activity. This research contains actual conditions of overseas volunteering service activity that is being executed and investigates program activities to make it easier for volunteers to approach the informations about the activity. This research investigates the institutions that dispatch the volunteering service organization regularly, not the ones that limit dispatching the service as a temporary thing such as college service group. Actual condition of overseas volunteering service activity program is classified by three: the governmental international cooperation fledgling, general institution and NGO group, missionary work group. By investigating 18 programs of 15 serving institutions, serve the informations on program characteristic and dispatch scale, dispatch areas, supporter rhythm supplies, which are necessary to the volunteers, and purpose to help the development of overseas volunteering service programs 2. Factors affecting the satisfaction of overseas volunteering Many NGOs spread actual conditions of overseas volunteering service, but there is no institution that do regular dispatch with large scale number of people like KOICA korea overseas volunteers. Specially, this volunteering service, which is main project of KOICA that is charge of Government's International Cooperation Achievement, needs a lot of time and expense, and it requires more research. Scientific and systematic research about foreign countries volunteerism activity, however, is insufficient and actually, previous research reports don't exist. This research investigate the factors affecting the degree of satisfaction of service activity by surveying KOICA's overseas volunteers. Divided 3 variable of investigation target person's private fact, environmental fact, personal relations fact by arg by leading person who influence in satisfaction. Divided satisfaction of actual condition of overseas volunteering service activity by dependent variable, this research has conducted according to the hypothesis, 'If private truth, environmental truth, and personal relationship with others are affirmative, it is going to affect affirmative satisfaction of volunteerism activity'. The research showed the partial support that international official language, the relation of local business and the volunteer's skill, awareness of local business, relation with KOICA bundle, with colleague volunteer, and other affiliated people affect dependent variable significantly. With such result, can do following offer for actual conditions of overseas volunteering service activity and the satisfaction improvement. First, much informations about actual condition of overseas volunteering service activity are overflowing, but data that is based on systematic information are deficient. It is thought that data about actual condition of overseas volunteering service activity integration recruitment center of foreign countries volunteering should be drawn to prevent damage generated by wrong information. Also, imputing expense to volunteers when they enroll the service activity may be one of the biggest obstacles in foreign actual condition of overseas volunteering activity development. As detected in the study, volunteers are the most part of the service activity. Rather than depend on servants' altruism, each organization's budget should be increased for volunteers to join more conveniently. Second, one of the satisfaction factors, international official language, shows that many volunteers are very interested in the language. This result should affect the organizations to help volunteers learn not only local language but also international language constantly. Third, in case foreign countries service unit's local business is different from the work which volunteers expect, the satisfaction is decreased significantly. When dispatching the foreign service activity, the organizations and the volunteers should be more careful to choose the right servants or the right activity. Finally, because inhabit in foreign countries for a long period, persistent interaction with korean overseas volunteers' domestic households and acquaintance is an important factor that affects the satisfaction of the work. To solve the problem KOICA should find out various ways to support the connection between the volunteers and their family.
