초록/요약
토지개발사업은 사회적으로 그 파급효과가 커 시민들과 직·간접적으로 밀접한 관련을 갖는 공공성과 사회성을 갖는 주요 사업이다. 본 연구에서는 사회적인 파급효과가 큰 중요한 사업인만큼 시민들의 적극적인 수용태도와 지지가 확보되어야만이 계획한 토지개발사업의 성공을 담보할 수 있다고 판단되어, 시민들의 토지개발사업에 대한 수용도를 파악해보고자 하였다. 그리고 지역언론(신문)이 시민들의 의식과 태도 형성에 영향을 미친다는 관련 연구를 참조하여, 지역언론(신문)의 관련 기사를 분석하였다. 본 연구의 진행을 위해 4개의 연구문제(토지개발사업 관련 기사는 시간변화에 따라 어떻게 다루어졌는가?, 토지개발사업 관련 기사의 보도지면에 따른 특성은 어떻게 다루어졌는가?, 토지개발사업 추진단계에 따른 기사는 어떻게 다루어졌는가?, 토지개발사업에 대한 기사유형에 따라 어떻게 다루어졌는가?)를 선정하였다. 2003년 1월 1일부터 2009년 7월 31일까지 광주광역시의 기사검색이 가능한 4개 신문사의 기사 검색을 통해 총 111건의 기사를 선별하였다. 그리고 분석을 위한 유목으로서 기사제목, 기사보도지면, 뉴스길이, 사진 및 그래픽 유무, 정보원천, 내용의 단계(지정단계, 계획단계, 시행단계, 기타), 내용상의 기사유형(사건중심, 이슈중심, 기타), 사건의 주요 내용, 기사의 논조(토지개발사업에 대한 강조사항 및 지적의 방향) 등으로 선정하였다. 그리고 주요 프레임에 따른 분석유목간 교차분석을 실시하였다.

Public land development projects are important infrastructure works closely associated with citizens directly or indirectly as they have tremendous ripple effects on society. This study assumes such important projects with serious social impact should retain active acceptance and support from citizens to guarantee successful land development works and aims to look into the degree of acceptance of public land development projects by citizens. Furthermore, we analyzed related articles on local press media such as newspapers as there have been prior studies demonstrating local press affects the formation of thoughts and attitudes of citizens. Four research issues have been selected for the study procedure as the following: 1. How newspaper articles related to public land development projects have been written depending on the progresses of time? 2. How newspaper articles related to public land development projects have been written depending on the characteristics of the newspapers carrying the articles? 3. How newspaper articles related to public land development projects have been written depending on the project procedural phases? 4. How newspaper articles related to public land development projects have been written depending on article types? We selected a total of 111 pieces of newspaper articles released from 1 January 2003 to 31 July 2009 from four local newspapers based in Gwangju Metropolitan City that offer article search features. Categories for analysis selected for this study include article titles, location of articles carried, article length, whether containing pictures and graphical contents, source of information, project phases the articles discuss such as Assignment Phase, Planning Phase, Construction Phase, and so on, contents types of articles (whether centered on events, issues, and so on), the central subject mentioned in the articles, the tones of the articles(what to emphasize or point out regarding public land development projects), and so on. Moreover, we carried out cross-analysis among those categories for analysis according to primary frames.
